Capital Machinery Import in Bangladesh: Key Fiscal and Regulatory Considerations
Capital machinery arrives once, and the positions taken around it are carried for the life of the asset.
An industrial project front-loads its cost. Eligibility for a fiscal benefit, the regulatory pathway and the documentation behind both are settled before the line has produced anything — and usually under commissioning pressure, when the project is least able to absorb a delay or a reassessment.
Eligibility is a documentary question
Concessionary treatment for capital machinery turns on what the machinery is, what it will be used for, and whether the paperwork demonstrates both to somebody who was not in the room when it was ordered.
The assessment is made on documents. A specification that satisfies the engineering team is not automatically one that satisfies an assessing officer, and the gap between the two is where most eligibility problems begin.
Classification and concession interact
The tariff heading decides whether a concession is available at all. Machinery described loosely on a commercial invoice can be classified in a way that removes the benefit before anyone has had the argument about eligibility.
Reading the classification and the concession together, before the order is placed, is cheaper than reconciling them at the port.
Timing is part of the structure
Approvals, letter of credit opening and shipment run in sequence, and each step assumes the one before it. A concession applied for after the goods have arrived is a different and harder conversation than the same concession applied for in advance.
The obligation outlives clearance
Concessions commonly carry conditions about installation, end use or disposal. Those conditions survive the consignment, and post-clearance audit is where they are tested — often years later, when the people who made the original commitments have moved on.
A file that explains itself without them is the practical protection.
What to review before the order is placed
- Whether the machinery, as it will actually be described on shipping documents, sits in the tariff heading the project is relying on.
- Whether the documentary record supports the end use the concession assumes.
- Whether approvals and the import timeline are sequenced, not merely listed.
- Who will hold the file, and whether it will still make sense to a stranger in five years.
